Fix CI build
Motivation:
CI build was failing due to incompatible changes from different MRs
Modifications:
- define stages correctly (introduce test_sonar)
- unprotect variable SONAR_AUTH_TOKEN on group level, so that the Sonar tests can be run in branches for MRs also
Result:
CI is executed correctly
