Fix plots

Wrong handling of badly formatted in free text answers led to undercounting of few votes.

• Correcting this here.
• This leads to slight increase of overall count numbers, but pretty much evenly for all centres, so the overall statistics change hardly.
• In few cases this leads to a swap of order of centres (not of services).
