#5 add licensing information

Regarding issue #5 (closed). A license file was created which links to the applied licenses. For GNU GPLv3 a markdown version was added in a dedicated license folder, since it was readily available. No such luck for CC-BY-4.0 though, but since an HTML version is linked, it should be fine.
