Integrate a low level PID approach @ UFZ Deployment

• changes to produktive registry as soon we have it @h.kollai @florian.gransee see #150 (closed)
• just generate a PID without meta informations (dont use the PIDInst-Schema right now)
• update funktionality should be disabled for now
• PIDInst-sheme generation should be deactivated for now
• configurable use/not use by env-variable releated to https://gitlab.hzdr.de/hub-terra/sms/frontend/-/issues/353
