Change UFZ IDP to Hifis IDP

Description

Change the current idp of the ufz instance to the hifis idp using the new ufz-sms client

Tasks

• Update the UFZ_OIDC_CLIENT_ID in CI/CD Variable Settings to ufz-sms
• Update Dockerfile_Prod and Dockerfile_Stage:
  • OIDC_USERNAME_CLAIM_ARG=eduperson_principal_name
  • WELL_KNOWN_URL_ARG=https://login.helmholtz.de/oauth2/.well-known/openid-configuration
