Check for edit permissions for mount actions, location actions and measured quantities

Goal of this MR:

• check if the user has edit rights and thus can see (or not) edit and delete buttons for:
  • measured quantities in devices
  • mount actions in configurations
  • location actions
• check if the user has edit rights to access edit pages for:
  • mount actions in configurations
  • location actions in configurations
• otherwise redirect the user to the platforms and devices or locations page
