Extends Helm-Charts for all SMS-components

  • adds subcharts for SMS-Backend, SMS-Frontend and IDL
  • adds default dependencies for Elasticsearch and a Postgres-DB with activated PostGIS-extension
  • adds a "Main-"Chart for the whole SMS-System with some reasonable defaults
  • extends build pipeline for Helm-Artifacts
