UFZ: Allow syncing groups

Description

To make it possible to use the hifis virtual organization (and the sub groups) as permission groups, the sync for ufz user must be allowed. Currently it only syncs groups of the gfz.

Must be done before !258 (closed)

Task

• Change https://codebase.helmholtz.cloud/hub-terra/sms/orchestration/-/blob/main/frontend/middleware/login-success.ts?ref_type=heads#L61 to include the ufz as well
• IDL_SYNC_URL Must be set
