Add gml:name attribute in SensorML for devices and platforms

This addresses an issue by Karl-Heinz, that the devices & platforms where unnamed in his SensorML viewer (as this doesn't consider the identification contents). With the gml:name attribute in place, it should now show the short names from the SMS.

Configurations & sites already use this element (filled by the label field in the SMS).
