Managing static files

In this both MRs we face the same issue with the static file backend!256 (merged), sms-cv!41 (merged) .

So to fix the missing static file by using the app with & without nginx we copy the staticfiles to the nginx container individual in a directory and in the nginx config we map the /static/ to /static/cv and /backend/static/ to /static/backend/
