Draft: Add IDL env variables to use the permission managment.
In Order to use the Permission management, we need to add the IDL environment-variables
Please note that the SMS_IDL_TOKEN should be only locally filled.
This should be merged after https://gitlab.hzdr.de/hub-terra/sms/backend/-/merge_requests/265 is done
