Updated new download in global processing and regional processing on Owl

Rebecca Wiegels requested to merge 2-update-global-processing into main
  • flexible approach of regional processing, depending on latest forecast or re-forecast processing
  • adapted global processing to new all-variable download were only reformatting to netCDF is necessary
  • Worked with some dask challenges for TABN in total May and June processing
