This PR adds the preset functionality to the GUI that was implemented in psyplot/psyplot#24. We have a new entry in the File menu, and it can be loaded via psyplot --preset from the command line

Tests added (for all bug fixes or enhancements)
Tests passed (for all non-documentation changes)
Fully documented, including CHANGELOG.rst for all changes
