ctr import fails with "connection refused" error in offline installation

In an offline RACOON-JIP VM, after uploading a container image tar file, ctr import command fails with the following error

ERROR while executing command: ctr: failed to dial "/kaapana/mounted/containerd.sock": connection error: desc = "transport: error while dialing: dial unix /kaapana/mounted/containerd.sock: connect: connection refused"
