Implement sta for qc functions

As datastreams can be parameter of a qc function, it should be possible to query these. Max did already some work on that in the thing management repo. One big diffrence will be: The request will be sent to the datasource management api to an /sta endpoint.

The api will than communicate with the frost instance.
