TimeStamp Alignment

Time stamps should be on the hour (for stationary data). SaQC has some mechanisms to do this which could be useful. I feel this routine should be part of the ingest and formatting steps. We should make a simple framework for doing this with pd.DataFrames using SaQC. That way it can be integrated in an automatic way, but also provides an option for users to easily adjust their own data in their own pipeline.
