After the initial switch to GitLab we want to

1. evaluate and improve the ticket life cycle and processes after the initial switch
2. adapt the Consulting Handbook to the new process
3. make use of the automation options GitLab gives us (Bot for generating reporting drafts, etc)

The goal is a reviewed, documented and improved ticket system for the Consulting Service.
