Event -> abstract submission -> Change text under "can be published"

For the Data Science Symposium, the reason for "can be published" should be changed to "Can the abstract be made publicly available for the conference program and the conference proceedings under a CC BY 4.0 license?". It may be useful to let the event editor edit this in general.
