WIP:HIFIS Websites unification

First draft of what could become a unified HIFIS homepage.

Known issues / to be solved:

• Unify teams from SCC and HIFIS coords + represent accordingly
• Services: We need much better description/overview of
  • Cloud Services
    • also to be linkable back from portal
  • Software Services: (here and here)
  • Guidelines
• "Contact" leads to general HIFIS contact page, but "Consulting" is more hidden so far.
• services/consulting: no iframe inclusion, instead hard link to lime survey. Don't know if that makes sense.
• multiple broken format things, especially with event cards and taken-over SCC blog posts

To be noted / to be redone when finishing the unification:

• big png file for docker: has been preliminarily resolved here.
• two November blog posts on survey have been renamed here, to have consistent dates.
