Update VO AUP
Decided in AAI Meeting 2023-11-15:
- simplify current VO AUP template such that
- generic Helmholtz AUP are only linked at, no lengthy re-listing
- mandatory: administrative and security contacts
- mark all other information as non-mandatory

negotiate, vote & agree (in AAI Meeting Dec 13?) -
place in technical documentation (here in this MR) -
replace the corresponding pdf copy in concatenated pdf
