Easily findable link to "Overall motivation" for HIFIS

According to earlier discussion, we should have a page explaining the principal motivation for HIFIS.

• As this was not considered in the mockup before, it's "under discussion".
• And we can probably add this a bit later, so not critical.

I propose to have a very short and high level page on overall HIFIS aims and a link to that page very much on top, maybe even in the blue header.

I agree to a complete new text. The old one is a little bit to "scientific". I would also prefer a short, high level and also simple text, write from the user perspective.
