Rearrange landing page

We should rearrange the landing page in the mid-term. I am not sure if it is worthwhile to wait for the "big deal", it actually never was.

In general:

• Move important things for users on top,
• Better separate HIFIS internal stuff and Helmholtz Services
• Make users aware where they are and why.
