HIFIS vs non HIFIS VOs (whatever that is) seems to become inconsistent

Probably the best solution meanwhile would be to drop the distinction between "HIFIS" and "non HIFIS" VOs altogether, but....

Last updates increased "non HIFIS VOs", but not the "HIFIS VOs", I assume this is not by purpose? So, the 55 should further increase to... 58 etc.
