rework way data is entered into kpi-weights.csv

at the moment there are a few columns in kpi-weights.csv which have to be entered manually (eg. software,service_id). This data could be stored in the metadata of the service and entered automatically into kpi-weights.csv. This would be especially useful when new lines are generated automatically.
