enable building docs on every change of main branch

currently docs only get built when we tag, which is bad for doc-only-changes

• clean up README
• change ci yaml

added Enhancement::Docs Progress::2_ToDo + 1 deleted label

CI config has already been changed via !93 (merged)

marked the checklist item change ci yaml as completed

@Normo Could you please point out which part of the README needs changes? Alternatively can this issue be closed?

@erxleb87 @hueser93 Since we have the documentation available at https://hifis.pages.hzdr.de/overall/surveys/hifis-surveyval/ do we want to still keep sections about e.g. "Getting started" and the HowTo in the README.md?? I prefer referring to the online documentation to avoid redundancy.

Dear Norman @Normo, maybe we can do a clean up of the docs in issues that are about reorganizing and rewriting the docs like #41, #142, #143, #151 (closed), #188, #200, #208, #209, #210. I would suggest to mark the task "clean up README" as "to be done in other issues" and close this issue. Is that alright?
