Automate rewriting of the CSV data file header if Question Collection full IDs are missing the Question ID part

When processing the CSV data file, the CSV header needs to be rewritten if full IDs of Question Collections are missing the part of the Question ID. In these cases, the Question IDs need to be added to the CSV header.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
