QuestionCollection Q040 needs adjustment of question codes

Reorder SQ002 ("Individual persons upon request") and SQ003 ("My research group") because sharing with one's own working group seems, while potentially more people are involved, more likely than sharing with other on request. Changes have already been made in the meta data file.
