Draft: modify HIFIS logo minimally

Uwe Jandt (DESY, HIFIS) requested to merge HIFIS-logo-uj into master

According to new Helmholtz CI:

  • modify blue to 0,40,100 (primary color)
  • modify green to 0,128,64 (secondary color, "claim green")
  • Adopt "FEDERATED IT SERVICES" to Noto Sans, like for hifis.net
  • try hifis.net with corrspondingly darker borders
