Include Sub-Locations in the Organizations data.

Some Helmholtz-Centers (especially the DLR) run a bunch of sub-locations which should be included in our data, so they can be easily referenced.

This would require reorganizing the hifis_organizations.yml and code that relies on that file. Sub-locations can inherit some properties from their organizations to reduce redundancy.
