page for external ressources

I get regular information about (mostly) free online courses by universities and other institutes. It would be great if we can create a page to collect all these resources.

What is needed?

• disclaimer that they are external
• 1-2 sentences about the offer
• (n tags)
• list of links

it is currently unclear where to put such a page.
