Frontpage CSS always gets loaded

Currently, each site includes the frontpage CSS, because it was included in the hifis.css bundle.

Since the CSS in question is very specific to the frontpage it should be included as additional_css instead to avoid loading it even if it is not needed and preventing it from introducing CSS side-effects to other pages.
