Update the CI script regarding building the package.

Currently you will run in an issue if you changed the tag but not the version numbering in pyproject.toml and if you do not change both at the same time currently you will not see the new version published!

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
