Welcome page: Tooltip on text/icons

• All combinations / tiles (1), (2), (3) of icon+number should have a mousover (or clickable?) tooltip (see screenshot).

specifically:

• Upon mouse over on icon+number of (3) a popup should appear containing a bullet point list of the names of all centers connected to the dashboard, in alpabetical order.

• the text for tooltips in (1) and (2) should be a dummy text that, for now, should be externalized in a YAML file, e.g. called "tooltips.yaml".

Edit: if no tooltip is available, make text color black.
