Animated onboarding on how to interact with line and bar charts

Upon first "in-view" of a plotly graph on the dashboard, a popup window with an animated onboarding should appear, explaining how to interact with a plotly graph.

In addition, all plotly graphs should have a round, light-blue "?"-button top/left of each graph, where upon clicking a popup window with an animated onboarding should appear (see above).
