Collect DataCite metadata on versions / subversions

problem 1: Counting subversions

• data publications can be updated and a newer version would then be catalogued in our database indistinguishable from the previous. The system would then count two individual data publications.
• This could be avoided by using the DataCite API to validate if data is subversion or part of another data PID (DOI).
