Make "nameLanguage" (1.3) a non-required field with the occurrence "0-1"

Some of the resources in our mapping have rather creative names. A statement on the name language is hard to make. This is especially true for resources names of the nameType "abbreviation".

I suggest to make sub-property "nameLanguage" (1.3) a non-required property with the occurrence of "0-1", so the mapping person can decide of the statement on language makes sense (e.g. as in the case of nameType "translated name").
