Make information portal responsive

To allow users run/access the information portal on smaller screens and mobile devices we need to make the IP responsive. Therefore the following changes need to be applied for small screen:

• make everything fill screen width
• include search functionality
• center text
• set text size to 16 px
• reorder categories buttons into 2-column table
• footer: more space between icons and clickable categories
