Allow for controlled data input via Gitlab (manual and harvested data)

If we want to support this in the future we should make our current (test) pipeline secure and documented to allow:

• dumping a manual or harvested collection of json files
• having it checked against the schema and if neccesary a UUID added
• creating a pull request to the right branch
• assigning someone to merge the request
