differentiate case in-sensitivity of incoming PIDs

for search queries virtuoso is case sensitive.

DOIs (and maybe other PIDs) - e.g. url based PIDs are case-insenstive.

As such a SPARQL query for a DOI might result in, given that the searched DOI is stored in one specific configuration of case sensitivity but searched in another, that DOI not be found.

we need to clarify

• for which (known types) of PIDs this is the case
• if we enforce lower case for URLs/PIDs during uplifting in order to circumvent these and similar problem
