Client ID for ROR API usage

As per ROR API docs, by Decemeber 2025 we will need to have a client ID in order to maintain the current rate limit of 2000 requests/5 mins. Else it will drop to 50 requests/5mins.

This needs to be implemented in the web API layer where we make calls to the ROR API
