EN|DE toggle on web UI

The web UI currently allows user to toggle the language of the application by adding the language code to the URL.

• add a toggle switch on the web UI to allow users to select their language of preference without needing to update the URL themselves
• routing needs to be wired appropriately to work with different language settings
