Deactivate a User
US: As a SMS admin i am able to delete all persnal data of an user, so that if a sms user is f.e. leaving the instiute i can delete or migrate the data to an other user.
Find a suitable concept and implement it
AC:
- concept is defined
- scripts are implemented and tested
- merge reuest is approved
