Site management concept

In https://gitlab.hzdr.de/hub-terra/sms/orchestration/-/issues/34 we discussed that a site management would be useful. @daniel.sielaff also mentioned that it would be very useful feature.

So here, we want to creat a common idea on how those sites should be handled in the sms.
