Add terms of use

We need terms of use that the user must accept before he can use the software. The terms of use should inform the user for example, that he is not allowed to upload copyright protected files in the attachment.

We can create a middleware that checks in a cookie, if the terms of use were accepted. If not, the user is directly redirected to the terms of use page. If the user accepts the terms, the cookie is set and the user is able to use the software.

We must make sure that there are no "evil" usages of the storage. And only the usage for the scientific business.
