Improve messages when deletion is not possible

As we see in https://gitlab.hzdr.de/hub-terra/sms/frontend/-/issues/189 and https://gitlab.hzdr.de/hub-terra/sms/orchestration/-/issues/34 we need to improve messages for the cases that a device/platform/etc. can't be deleted.

We need to provide some kind of information about the why. Possible cases:

• device is/was used in a configuration
• contact still linked in actions
• contact with an associated user
• Not allowed due to group & permission manager + ask your admin to delete it ...
