Make cookie banner not hide other things

We had the discussion here (https://gitlab.hzdr.de/hub-terra/sms/frontend/-/merge_requests/184#note_1346650) and also with @kotyba.alhaj-taha that the cookie banner hides things behind it. We want it to stop hiding other things.
