Attachments uploadedAt

Description

• First: Backend must add the property uploadedAt for attachments (device, platform),
  • see Issue: https://gitlab.hzdr.de/hub-terra/sms/backend/-/issues/140
• Add the uploadedAt Date as information on the attachments tab of devices; platforms
  • use the format: yyyy-MM-dd HH:mm (it's already implemented)

Acceptance Criteria

1. You can see an attachments uploaded date in the list view
2. You can see an attachments uploaded date in the edit view
