UTC Time problem witch Actions

Description

• For all actions it must be indicated in timestamps that UTC time
• The is a mismatch between saved date in the form and the displayed date on the overview page
  • probably a missing configuration of the database

Todos

• for actions forms (of the actions tab) of device and platform add a hint that the time is UTC
  • will be included in https://gitlab.hzdr.de/hub-terra/sms/frontend/-/merge_requests/313
• make sure the entered times are the same as the displayed on the list view (/actions)
  • locally
  • on stage server
