Check if we can allow to copy archived entries

In !355 (comment 3164399) @tobias.kuhnert mentioned that we can't copy archived sites, devices, etc.

It could be that we decided originally not to allow to copy entries you can't edit, as we would initially set the permission group selection to a list that the user may not can use. With introducing the archived flags the edit permissions got even more restrict.

Task here is to check if we can allow the copy functionality for more cases when we can handle the permission group selection more intelligent.
