Add Tsm Linking button should only be clickable when the user has the permissions to edit the configuration

When I currently open the tsm-linkings tab the add tsm linking button is always active. When I don't have the permissions to edit the configuration, I get immediatly a redirect with the info that I'm not allowed to see this page.

It would be nicer if we disable the button first.
